Most likely cause
Pre-release reports agree that spells require the corresponding staff. Staff crafting also depends on magic stones, so the blocker may be equipment rather than the skill tree.

  1. Step 1Select the settler and inspect the equipped weapon—not only the learned skill.
  2. Step 2Confirm a staff compatible with that magic path is equipped.
  3. Step 3If no staff is available, inspect the staff table recipe and the alchemy bench for the required stones.
Success feedback

The spell appears in the active skill bar and becomes selectable with the staff equipped. A crafted stone or staff alone is not the final success signal.
